The Department Council has the following powers:
- develops and presents to the council of the main unit plans and programs related to the organization of educational and research activities;
- proposes to the council of the relevant main unit the promotion of lecturers under Art. 48, para. 2 of the Higher Education Act;
- conducts preliminary defenses of doctoral theses and makes a proposal for the opening of procedures for the defense of dissertations;
- makes a proposal to the council of the relevant main unit for the announcement of competitions for occupying academic positions under the Act on the Development of the Academic Staff in the Republic of Bulgaria, for lecturers under Art. 48, para. 2 of the Higher Education Act and part-time lecturers;
- organizes the educational and teaching activities in the department;
- discusses issues related to the material base of the department, and makes proposals for its modernization to the council of the relevant main unit;
- makes proposals to the Vice-Rector for Career Development for regular doctoral studies on previously approved topics;
- reviews the work of regular doctoral students and doctoral students in independent training every quarter;
- at least once a year analyzes the scientific activity of the department and the study sectors;
- at least twice a year analyzes the study activity of the department and the examination sessions and discusses the methodology for conducting semester and state exams;
- upon the proposal of the Department Council and the study sectors, habilitated lecturers from other departments and habilitated lecturers from accredited medical structures may be involved in the examination committees for the state exam;
- at least once a year, analyzes the work with the postgraduates in the department and prepares a report, which is submitted to the Vice-Rector for Career Development;
- upon the proposal of the Department Council to the council of the main unit, after a decision of the Academic Council, employment contracts with habilitated persons who hold the position of "professor" and "associate professor", upon reaching the age under Art. 328, para. 1, item 10 of the Labor Code may be extended for a period of one year, but not more than three years. Decisions on this point are made by open vote.
