The Council of Ministers adopted a Decision on granting the rights of the sole owner of the capital in the management of UMHAT "Saint Marina" – Varna to Medical University "Prof. Dr. Paraskev Stoyanov" – Varna, and for approving a draft contract for settling the relations between the Minister of Health and the Rector of Medical University "Prof. Dr. Paraskev Stoyanov" – Varna regarding the provision of the management of UMHAT "Saint Marina" – Varna.
The legal possibility of doing so is provided for in Art. 62 para (2) and para (3) of the Medical Institutions Act. The rights of the State in the management of the medical institution shall be granted for a second five-year term.
This allows for lasting interaction between the Medical University and the medical institution, which has the status of a University Hospital, and guarantees the main function of the University Hospital in providing quality practical training for undergraduate students, doctoral students and postgraduates and carrying out hospital medical care at the highest level.
For the period 2018-2021, under the management of the University, the financial situation of the medical institution has had a tendency to increase the total revenues and total expenses of the company, whereas the increase in the revenue side is prevailing, which determines the existence of current profits. UMHAT "St. Marina" has overcome the decapitalisation process, and as of the financial year 2019, the medical institution has not been decapitalised and reports a lack of arrears.
